It is in Jita 4-4 and can be tradeable. You can move it to your collection with a ship which has fleet hangar.
Note: Do not ever board your capsule if you are in the same station with that capsule ship. You will board that one and lose it.

that’s a valid offer since i sold mine to the archiviste for about same money and bare in mind you could’t sell it via contract only station trade if i remember correctly our deal with him.

As @Tiddle_Jr says, I bought some golden ones from him! I think at 5-10b a piece if I remember correctly.
We had to trade them over inside a ship which required an element of trust.
And yes I accidentally destroyed one by boarding my pod inside the same station…
