depend type of ddos,
firewall can blacklist ips but if attack is saturation of resource (bandwidth) firewall will be stuck in any case.
In a different case like ddos are against some resouces on server like cpu, firewall can do its job.

This is what has happened on smaller private servers (but still popular) on other games in the past. I am not sure what protection CCP can take against it though but if there is one then they should have it considering how successful this game has been to date. (In other words if protection is available they have the cash to pay for it).
