Yeah, that’s why in total it had to take at least 3 seconds, not a single second - I consider 3s on the edge for that many ships if speed was required for a single command (as opposed to many commands in a row with the same 7 commands/s rate)
True, I assumed he operated all the ships, while there could be more players - so the total time required would be a tad lower… but I doubt it would be notably lower.
If a player could give the commands manually, automation is not illegal with respect to the quoted terms.

Occupation is irrelevant for them as incentive of criteria of differentiation… being easy targets is all what matters.
