Just that you can remap 3 times before you are actually locked into the 1 year remap timer. Really only useful if you need to change your remaps to gain a certain ship or tree instead of sitting on a remap for a year or just using injectors.
From creation you can build an alt fast using several remaps before the 1 year period. Set all Intel/mem for the support and then swap quick to the percp/will to finish the weapons and ship skills. When these were given out years ago I used 2 remaps quite quickly to do certain ship/character builds slightly faster. But nothing special really.
