Hello, the difference between a pirate and a non pirate is negligible
For example known pirates seem to have basically the same rights as everyone else. They can send and recieve ISK, they can use the market browser in high sec, dock in any station, set up structures in high sec so on so forth.
The game software answer is pretty obvious. It would require a lot of rework to game mechanics and the database. It would be almost like reinventing the game.
@Uriel_the_Flame said the true answer about pirates historically. When British was at war with Spain, France, etc. any “pirate” attacking British ships were welcomed by their enemy countries. Very few pirates made enemies on all sides. The Gentleman Pirate ( Stede Bonnet ) was wealthy landowner. In 1717, he met up with Blackbeard in Nassau and they both attacked various merchant ships. Unfortunately for Bonnet his men turned their loyalty to Blackbeard viewing him as the better pirate. Bonnet was pardoned by North Carolina governor and was allowed to undertake piracy against Spanish shipping interests.
If the game was redone in such a way, players in pirate factions who attack only Amarr and Caldari ships, would be welcomed by the Federation and Minmatar.
