The agency is rather interesting when you look into it a little deeper. It’s interesting that the 2 corps that run it are not only filled with war clones, but they are caldari and gallente. Outside of money, why would 2 seemingly bitter rivals join together? It seems deceiving charitable to be giving prizes for just killing random pirates. Things we do on a daily basis.

Maybe, just maybe, the empires are realizing that breeding decadence does not create a healthy culture and society. Though instead of fighting the growing decadence, they want to bait people into doing things by handing them even more stuff for trivial tasks.
I say, when you need to give people reasons to undock, then society has stopped being functional.
