Kneejerking aside, I think this is a great update.
The more different types of materials that are needed for the construction of ships, the more demand there is for those different types of materials. This means there are more opportunities for players - especially newer players - to contribute and make ISK by harvesting resources and doing PI and such.
Making HiSec moongoo more valuable is a step in the right direction. HiSec moon mining was a significant conflict driver (read: content creator) in HiSec space. When moon mining was nerfed, the content dried up immediately. So I like that.
Having construction require more inputs (from sources that require slots) is also a step in the right direction. It diversifies the market and creates more opportunities and niches. For “whales” this might hurt because they will either not be able to do everything themselves or will have to train more Omega accounts. But with redistribution that may not solve the issue; players will have to rely on sourcing from disparate regions.

CCP could not balance the game properly when the industry was much less complicated than they are going to make it now. You might want to bet on something else or at least not hold your breath because you are going to suffocate.
I am really intrigued to learn how CCP will want to pull that off and not screw it up completely after so many screw ups in the past and now that they make the system rely on so many more pieces. They could not handle much fewer pieces, hence I am not filled with any drop of confidence that they will make this work properly. Indicative of that is that they are not fixing data sites and are giving wormhole space even more income despite it being the least risky place to farm the income (followed by Abyss, of course) (and slightly unrelated but still relevant as showcase for their lack of competence that they still have not fixed their new news site.)

You’re thinking of tiers from a balance perspective (like Tier 1 and Tier 2 battlecruisers). This is tiers from a production persective.

Once again, it appears that CCP is only interested in making changes that benefit big alliance blocs and could not care less about small groups and unaligned players. Any nerf to cloaks will only benefit the groups that are bot ratting and mining.

'Cuz in their short sightness they think they wanted more, but null blocks amassed so much of it that the war is a joke about supers now.
Basically they want to make it hard for people dominating the industry to make ships easily. This phrase is 100% correct, no point arguing over it unless you can’t read.
But the side effects of it may or may not be what is expected from the phrase stated in the Dev post. And it’s still totally open to discussion and speculation.
- Will industrial buy from others the parts required or they gonna expand moar?
- Will the small guy be finally introduced into the big scheme?
- Are these changes putting a break into the line production so ships gonna not only cost more 'cuz materials but also 'cuz it’s a pain in the arse to do it? So basically are null blocks suffer from shortage during long campaigns?

I can think of reasons why I don’t want it to be, like timers and stupid rules about who can shoot it and when, but I’m curious about why you don’t want it to be.
As a returning player to Eve, who just spent $200+ on injectors for a brand new account simply to be a self sufficient Capital ship builder this has me livid.
I’m now going to have my ability to do what i payed for taken away from me and walled off behind 6 skills that i’ll need level 5 to continue doing. 6 level 5 skills!!! Of which i have none trained because Science is for research.
If you want to add new modules with new resources that are more powerful great, but this is ■■■■■■■■.
I expect my current capabilities to be continued, that means matching my prerequisites or you can expect a charge back from me thanks.
