You know, at first Sansha incursion looked quite strong forces, lots of out ships died, but capsuleers quickly found their patterns and now fight against Sansha is 100% safe. He loses everything, capsuleers lose nothing.

Of course, capsuleers aren’t the targets. So while we focus on fighting the combat forces that support the incursion… they’re still raiding the planets. CONCORD’s supposedly working against the planetary raiders… but have we actually seen CONCORD forces in incursion zones? Or do the Sansha collect their victims uninterrupted until the mothership is destroyed and the rest of them flee?
