With citadels you are able to control who has access to what and can charge different groups different tax rates or fees. What if that was tied to standings? The +10 group gets the low rate and the -10 group gets the higher rate. This can currently be done manually but what if it was automated? Turn on the standings lists and they are updated within 24hrs of changing someones standing.
The whole point is that the access list is not tied to standings and can be different for different structures.
Your idea is a massive step backwards.
