SUGGESTION:
Access Lists should be used in fleet adverts in the same manner as they are currently used for docking permits in citadels.

NOTES:
Current way of accessing fleets is severely crippled by STANDING modificator. Why, having such great and flexible tool as Access Lists, we are still tied to obsolete mechanic? Let’s change it!
