Is there a known cycle of when game time, and the DLC will go on sale? I just missed the last DLC sale and I’m curios if anyone knows how long I need to wait to get a sweet deal.

Whenever you just bought game time or another pack.
Try looking at all the newsletters from CCP if you are receiving them and u can see there when and for how long special offers were active. Maybe that can give you some kind of CCP special offer behavior. 
the feeling is they are everytime around the same dates … +/- a few days … sometimes a week or so
but thats a personal feeling only
