You know that the problems you listed are not the core problems, they are just symptoms. The real problem is, that to hold sov one needs a supercapital force and to get that force one has to has sov, its a paradox and all of the null problems can more or less be deducted from that paradox.
If ccp were to implement your ideas it would not fix the problem, it would just be wasted dev time.
