My suggestion is simple, add a research type under the R&D Agent search for these mission agents. For example, if I am looking to make T2 missiles, I need ‘Datacore - Rocket Science’ and so I need an agent to do that type of research. Having a search type for the datacore needed would make it easier to find the right agent based on current skills and standings.
