Which equipments and modules reduces align time of ship?
anything that improves agility:
modules - inertia stabilizers, nanofiber internal structure
rigs - polycarbon engine housing, low friction nozzle joints

Some implants do the trick as well.
There are also skills: Evasive Maneuvering is 5% per level and Spaceship Command is 2% per level.
