I would agree should you be a constant suspect in high sec as a capital pilot and that if you undocked you had to wait 15 minutes before being able to re-dock making it a real risk to use them.
But then this would go against the “choice of a criminal act” and if its a criminal act to fly one, were is concord and does the navy shoot u as well?
