That’s an interesting notion on the whole “wait to re-dock in hisec” restriction. Right now Marauders have that restriction (albeit on a 1 minute timer) whenever they use their Bastion Module, regardless of their flagged status. So…maybe that could be applied to capital ships and hisec stations in general?
As soon as a capital ship undocks in hisec it gets a sort of “dock fatigue” timer. Hisec stations weren’t designed to deal with capsuleer capital ships, so handling them takes more time and energy. This timer counts down for as long as the pilot is in space and they can’t dock at a hisec station until it ends.
It would definitely add an element of risk to operating a capital ship in hisec, especially if coupled with the rest of my proposal, but it would add one more flag to keep track of, which is…annoying…
