The EHP number you see in the fitting window is a fairly meaningless concept when it comes to tanking in missions, especially if you’re trying to do missions that are kinda above what a ship is capable for (LVL 3 is generally for battlecruisers, basic cruisers with low sp generally struggle with the more difficult missions). Partly because the EHP number takes ALL damage types into account while the majority of NPC only do two (meaningful) damage types, partly because it’s not so much about “how many hitpoints do I have” but rather “how much HP can I repair per second”. That means that for shield ships like you’re using, which ones you’re using and for what, you have two options to tank: Shield booster fits and shield regen fits:

Shield booster fits are obvious: you use a shield booster and a bunch of resists, generally paired with an oversized battery to feed it. These are cap hungry and require more input to use, they scale really well with “blinging”.

shield regen fits. Here you use oversized extenders (large in your case) with resists and couple that with triple Purger rigs and possibly Shield Power Relays in low if you need even MORE tank. These are easy to use and have a lot of buffer (but not as much as EHP fits) and require pretty much no input meaning you can fully focus on the combat itself. For these to work well you want to train up Shield Management and Shield Operation, get those to lvl 3 and your tank will work quite ok for now. Combine all the above and the easiest and best option for your ship choice is to use a Shield regen fit with specific resists per mission, where you check what you’ll be fighting in that mission (this info is generally gotten from the mission window or via the Wiki) and then fit the hardeners that suit that NPC faction. Once you’re used to that it pretty much takes 10 seconds to swap resists, would you even have to, and it makes a massive difference. Also because the more blingy single type resist mods to be super cheap.
Then onto your strategy choices: Missiles don’t care if something is close range or long range, as long as it’s in range. Hybrids are pretty much the opposite, it’s either pretty much zero range or good range. That means that with your current idea you really only have one ship that works in long range fights and lvl 3 missions tend to be more long range. It’s far more useful to have the Moa be rail fit so it can work well in lvl 3 and then just use manual piloting to make it work at closer ranges.
Here are two fits that will work for starters on low SP as a pair, depending on the damage types you need to tank and how well you as a player do. You will need some decent fitting skills (not even close to max) but that is because you’re trying to do something in ships that weren’t really meant for that while wanting/needing to keep it cheap.
