Well…the “we don’t change the game,YOU have to change or to go” tactic works perfectly if you see the player loss this game experiences… 
If THIS is what you try to archive,less and less players over a given period of time than i have to say : MISSION ACCOMPLISHED…

Recently bots and farmers right…but even before 20k average casuals…this game has fallen from 40k -50k average 3 years ago to 15k - 20k average recently…
And the drop to 30k was BEFORE the blackout…

Casuals left because of TOO MUCH PVP so yes…because of PVP

Not it is not easy to prove, only CCP would have that data and when it happened they were not paying attention, they did however react two and a half years later, but the damage had been done.
CCP are making the right move at this point. They are making hisec more fun and progressive for casuals, they are going to increase payments in nullsec for risk takers that work together but in doing so are under-mining these massive power blocks by removing the ability to easily use the tools that make them too strong.
Time will tell, but I am actually cautiously optimistic…
