Just to be clear, when you allocate free SP, implants don’t matter, right? For example, if there is a skill that you already trained 24k points out of a possible 1.5M, then after you apply 1M toward that skill, you’ll be at 1,024,000/1,500,000, whether you had +5 implants or no implants, right?

Right. Allocating SP bypasses attributes and the space-time continuum (anywhere anytime)
