I agree with the OP about this Avalon event, the game mechanics directing this event are extremely unbalanced, specifically the very short life span of Vanguard event systems coupled with the very large amount of Agency goals to complete… That basically makes this event extremely unfriendly and quite frankly, alienates most players by making it not worth their time to engage…
Yesterday I was in a secluded high sec island cluster of 3 systems located 4 jumps deep in low sec space when the Vanguard event hit a system I had just scanned and completed exploration sites in… All of a sudden 10 event combat anomaly sites and 5 event signature sites spawned so I started scanning them… After scanning 3 of the signatures to 100%, local spiked up from 1 player (me) to 6 players, by the time I had scanned the other 2 sigs to 100%, local had 8 players total in it…
So I started running the event Flotilla Observation Outpost hacking sites and by the time I had completed the 1st hacking site, 2 other hacking sites dropped off the list… Course more sigs spawned and in-between scanning and hacking / warping to other sites, I noticed more sites were being quickly completed compared to the spawn rate..
While trying to complete the hacking sites, I noticed nobody was doing the event AEGIS Joint Operations Center and Upwell Wreckage combat anomaly sites… While trying to complete the hacking sites, I saw 5 different players mostly flying Astero’s… Unfortunately for me they must of had their ships fit for speed with scanning / hacking mods since they were consistently faster in scanning, hacking, warping and traveling…
As for the hacking sites, the cans are placed over 50km from warp-in, each have large hacking grids filled with Medium Level 3 Orange Cores with lot’s of Restoration, Anti-Virus and Firewall Sub-systems… I can honestly say these Avalon event hacking sites are not easily and quickly completed compared to previous events…
Anyway, it seemed to me the Vanguard event mechanics are based on maintaining 10 combat anomaly sites and 5 hacking signature sites active within the system… However due to all the players there who were specifically running hacking sites, there was never more than 3 signatures present in the scan list… I also noticed the Vanguard status seemed to only last for about 1 hour and immediately after that, local quickly became empty again leaving me sitting there amazed and flabbergasted from trying to compete in that 1 hour minuteman sprint for event sites…
I did manage to complete 3 hacking sites which gave me a total of 6 cans, definitely a far cry from completing the goal of hacking 30 cans for 250 Agency points, let alone getting 1000 points to complete the Agency point spread… However I will say the loot from the event hacking sites was fairly good which consisted of various Hardwiring Implants, T2 Salvage, Ship Skins, Skinr / Manufacturing / Research materials and of course, Vanguard Resonant Cyphers…
I’ve since gone back to a major Trade hub to fit up a T2 Covert Ops Frigate for agility and speed in warping, traveling, scanning and hacking.. I highly doubt I’ll even be able to get some points on the Agency event board but I’m going to try it once again, only this time I hope I’m much better prepared to do it…
So yeah, in my opinion the set up for this event is disappointing, not to mention the Agency event rewards are lackluster and unappealing… Also despite CCP/FC’s statements, I don’t think this event is Alpha / New Player friendly…
Normally I’d just ignore this event but after previously experiencing that 1 hour minuteman sprint for event sites while being unprepared, I definitely have to try it again…

Well, I tried warping to several event systems and like the OP said, when you get there it’s almost completed… Since I don’t have the luxury of being in-game 24/7, it’s definitely a waste of time for me to chase down VG systems in an attempt to complete this event…
Hopefully CCP/FC will realize their current event set-up isn’t working for most players…
