If I make microloans, but want to enforce them, it doesn’t make sense to hire mercs at cost to enforce a small margin. But, if I bag them into one bag, then pay mercs for successful fulfillment of PART of the bag, then that adds teeth to the threat that non-payers are in a bag together and there’s mercs out for them.

Microloans have no future in a game where it is extremely easy to make money, combined with the fact that running away with it is easy.
The market discussions forum is filled with trustworthy people who deal with actual loans regularly. You should ask there about your project, though it’s unlikely your idea is going to work out due to the fact that money simply isn’t scarce and not givijg it back, without consequences, is super easy.
