I have submitted a bug report, and its been closed. I have not received a solution to this issue and am posting it here.
When attempting to add 400k Unallocated skill points to my present skill in training, the system attempts to add those points to a skill i am already trained in. I am training skill level 5 and it wants to put those points into skill level 4… this is not funny.
