It doesn’t matter if you are Alpha or Omega for applying a “pack”, only that you have not applied a “pack” before.
I have used a “pack” on a previously subscribed account. And I will do it later today on a second account as it is renewal time and humble is having a sale.

I just applied a pack to my account. When I did, it said that it couldn’t be applied to an account that is currently subscribed, but it had no problem being applied to my account that had just expired from it’s subscription.
