My questions are:

  1. Can this thing tank enough dps without active tank?
  2. If not, should I swap Sensor Boosters with two Shield Harderners, or Ancillary Shield Boosters?
  3. Does this fit have enough firepower to shred through frigs, cruisers and battleships alike?
  4. I was thinking taking Void L for smaller close targets, and Null L for further away targets.
  5. Can this fit deal with said sites in under 15 minutes?

Why do you have Sebos on a close range ship? Fit Webs instead. Active tank on a close range ship is also more sensible because of the higher amount of DPS that you need to sustain.
No. Frigs are too nimble for the blasters. They will cause issues.
Void impacts your tracking, bad choice against small, close targets.
