Because CCP don’t have the time or manpower to implement it in any meaningful way.

It was more draining on your computers cpu to be in the captains quarters than in a fight. Also it freed up a lot of resources on CCPs end in hardware, software and programmer billable hours.

Why? It didn’t do anything. A cheap fish tank isn’t expensive and it’s far more interesting.
