Well… it might make sense.
First attack was to weaken Provi defense (read: morale and ADMs).
Then even if the whole region was recaptured and settled back new citizens will not have good morale (not yet) and ADMs will be low. So second attack would be easier.
Additional factor: the first attack showed who would oppose PL in Provi. Now they might plan something to make TAPI busy elsewere at the right moment so they won’t have opposition in Provi.
We will see tho. Hoping that the whole story does not end like that. 
So how many citadels did PL take from Provi in the end? 
I’m a highsec player and don’t know or care about any of this. Please tell me why I should and explain how exactly my game has been ruined by this thing.
In other words, “everyone who disagrees with me and proves me wrong is just a troll, and therefore I can dismiss you”. I stopped reading at the first sentence because frankly, it’s the typical battle cry of an agenda-driven rant with no room for criticism. HTFU, adapt or die, etc etc.
