So if I war dec someone who can only do indy and mining, should I be surprised when he dodges the war dec, I would say that I made a bad decision in my target selection if that person has no ability or desire to fight the war, just seems like common sense.

I wouldnt mind on my HS DED runner.
My point was that generally HS carebears dont want PvP, and that rationalising HS PvP is additionally going to hit one or more of the HS PvP interested groups (probably suicide gankers).

I would say that the only “solutions” that wouldnt do that are ones that involve the words “segregation”. Which seems unlikely at best.
Still Im sure my alts will manage, if anything is done. Which I doubt.

I think HS can handle significantly more risk via PvP.
The sheer volume of material transport and PvE activity there is mindboggling, and insulates risk substantially.
If players follow the Golden Rules and take precautions, they will be fine.

Was a bit busy hunting whales in nullsec. 3 Rorquals and a Rev, yay…
In any case I was in the war dec discord for a bit, and a fair number of the people there were proposing things against the defender without any thought to the balance of play for the defender. Add CCP Falcon into that mix and it will be a recipe for a circle jerk on how bad carebears are and how can they feck them over so they stop logging in.
I made it clear when I was there that I was not there as a war decker, but some people kept telling me that I was not a war decker, strange that…, then you had the ganking players in there go after me personally. And when I tried to suggest a more interesting play based around giving back a watch list based on a Concord agent in a citadel that allowed more than 5 war decs and gave watch list type information in a less quick way I got the term magic citadel thrown at me. The thought that people could come in and blow it up and they would lose all but five wars was defined as too tough and allowed nullsec boyz to get back at them, which in a way is how to get things rolling. Faylee saw the fun it in, but not the majority of war deckers.
I also suggested that until hisec gets better with people developing an attitude to fight rewarding people for fighting back in any combat ships for a war dec holiday against anyone was a good idea. No one could see that, for them it was win the war, and that is just seen as impossible.
With all that going on and it turning into a one more nerf moaning circle jerk I just thought that I was too polarising a figure and decided to leave them to it, being self-confident rubs people up the wrong way. It was affecting my play in nullsec as I was spending more time in the discord than out doing stuff in my alliance.
There was some good people in there, Faylee, Ralph, are two stand outs, Toxic is great it was a real pity that he was not around more, and Lord Rapt made many good points. But it was too insular and it will fail without taking into account their prey.
I will be immensely surprised if anything that comes out of that does anything to cover the main issue which is people trying to PvP against people who do not want to, or have no realistic way to do anything other than feed, those issues will not be dealt with by CCP Falcon and most of the people in that group.
PS No reason for dum dum to say anything I will not be replying to his digs at this point.
