The question is why are hisec war deckrs so special that what happens everywhere else in the game cannot happen to them, so what makes them so special that you get special protection against other bigger entities and that no one can force a fight on you that you have to take or lose something of value, why are hisec war deckers special?

This is the cracker, in every other part of the game this is not a factor, why should hisec war deckers be different to every other entity in the game. The sov system was adjusted to give smaller entities a chance, jump fatigue was also applied to reduce the impact of larger entities, entosis penalties were applied to bigger ships. However When the Goons took Delve from my alliance before I joined they dropped Supers on nodes.
I will repeat, why are hisec war deckers so special to deserve a different approach to everyone else in the game?

So citadels are redundant in that matter.
