Do you mean the people who sit outside the station and cry about you undocking to fight and expecting you to YOLO your ship onto a superior force? Well they are just pathetic and don’t understand a thing about EVE. I already mentioned it is a strategy game, so the trick is obviously to make the enemy think he has the upper hand. Some just don’t get that and they come in all forms and sizes.

No, it goes deeper than that, if the player concerned only had characters trained to do indy in hisec and has little or no combat skills and they are all that he can use, then the battle is truly lost before it has started so he should not bother engaging, and people complaining about them not fighting are the issue.
Still on the other hand that certain hisec war deckers had to bot in nullsec to be able to defeat noobs and indy players is rather amusing…

This is really a separate issue. I mean I really don’t have to care about someone elses choices he makes when filling his skill queue. Everyone has the potential to fly combat ship and organize to defend himself and his stuff. It is also a reality that some parts of the game simply require you to defend your stuff.
Now I don’t have an issue with people who avoid conflict because of the choices they made. I however have a huge issue if people start complaining about the game because of those choices. They manoeuvred themselves into a vulnerable position they can’t handle and now it is up to CCP to fix it? Probably not.
I mean that’s like if you play some Starcraft and concentrate only on base building and then blame the game and Blizzard if someone zergs you. At some point it is simply your responsibility to accept how the game is setup. And really EVE makes it extremely easy to get away with not caring about conflict and competition it’s just that some people can’t even handle that minimal effort.
But yes the whole “YOLO your inferior ship into our fleet” thing is still idiotic. There are multiple ways to fight people who don’t want to engage and if people complain because others don’t just give in they are simply bad at EVE and don’t know how the game works.
If I hate something then it’s cheaters. And it really doesn’t matter if it is some miner, ganker or a nullsec overlord, if you bot you are just the lowest possible scum.
Because someone wont train a fighting alt or hire mercs or put a spai in the enemy or find out if the enemy are botting and report or undercut the enemy industry or leave to evade etc etc etc … Thats the attackers fault??

You only error is expecting people who can’t or won’t fight to fight and getting uptight about it. His main is most likely sitting in nullsec and is used in combat there, and is not worth going to hisec with it as he cannot leave the corp he is in and they won’t do anything to let him ally at the alliance or corp level. Mercs are worthless for anti-war dec stuff, period, I could explain it but… Spies if it had any value in it and most of the time it does not. You seem to have a scattergun approach based on people that annoy you whereas I would look for points of weakness to enable me to force a fight.
Not trolling, it is a valid point to tell you that if you war dec the wrong people in expectation of a fight then you should be prepared to be disappointed and waste 50m. I know people go off on structures, but that is a point of weakness, so they will lose stuff, maybe they will fight. If they do missions all the time in certain hubs again they might risk it, or you observe them switching to Procurers from Skiffs and continuing to mine it is worth it.
