Its not a bug or terrible coding, you can still move moon ore. You might as well be asking why there isnt an industrial made specifically to haul massive amounts of salvaged materials.
There was never a ship that had a cargohold specifically made for Moon materials, even before the lifeblood expansion. So why would there be now?

The array generated that stuff from thin air directly in that form. Now they are from actual ore and basically minerals. But then again, we are talking about CCP coding here and they love to have exceptions on all sorts of things to make things easier. Looking at it from that perspective you are totally right.
