Pre-bribing of Concord. That is to say, pay an up front fee to Concord for the right to kill ships in highsec. This could even be banded according to ship type one wants to kill. This is similar to what happens with wardecs anyway.

Concord response time varied according to number of attacking ships, with it being longer the fewer attacking ships there are. This would make life easier for solo or small group players. In fact I will vote for whatever CSM candidate remembers that Eve is not all huge corps or null blocs but also a lot of struggling solo or small groups who don’t want to join the blocs.
