If you factor in cost, tank, speed, damage, etc, then one of the best ships in the game is the Navy Augoror. At a mere 82m ISK or so, you can have 720 DPS with Conflag, 81K EHP, 1340 meters per second speed, and a fairly small signature. The Amarr Cruiser skill gives you 25% extra turret damage with each level…so it is worth the 23 days to skill to level V.
