Issue is similarly present when viewing the full-body character model. Portrait from character info sheet is normal, zoomed-in portrait is normal. Clicking the view full body button opens the view with the bug.
Additionally, it should be noted that this only affects one single toon - 8 other toons, including two others on this same account, all appear normal.
Found corrupted files at:
C:\Users%username%\AppData\Local\CCP\EVE\t_program_files_(x86)_eve_online_sharedcache_tq_tranquility\cache\Avatars
Removed files, restarted client. Issue resolved.
