Try to relog, repeatedly. I just had the following issue again and relogged to fix it. BEfore I relogged, chats worked fine, now they are broken.

Module cycles do not appear right from the start anymore. It appears as if the modules were warming up first and only after 5 or 10 seconds they start visually cycling. This looks like a cloak activation module animation at first. When I click on a hardener, shield booster, weapon, missile launcher, the modules start to flash green only.
