The gifts should be good enough to make people want to subscribe if they aren’t, but not expensive enough to pay for that month of gametime.

If I recall correctly, CCP does it for CSM elections.
I just did my usual stuff points added up and I collected the rewards.Did not have to put in any extra effort but I’m pleased to see people complaining for not getting stuff by not playing at all.
