yes they are different , never tried is boxer but as has been pointed out many times isboxer would warp fleet individually at their max speed and spread out the fleet (and be bannable), fleet warp will warp all the fleet by in game (legal) mechanics at the slowest speed so all land at the same time.

I just updated my reply above and no longer support James 315 nor do I support the Code. I am deleting my bio how ever fake it was. I will undock and mine Ice or Ore without fear cause Princess Aiko is dead to me.

Deep down I had always hated Code.
Code. had always been an enemy, true I had once changed my stripes to show support though that support was paper thin at best.
The Code is Eve’s greatest achievement. James 315 was the inspired author of that document, but he is only human, after all.
Aiko is attempting to carry the torch, but it is unclear how things will play out. There seems to be unabashed goon flavor to what is happening now.
