how do fleet command bursts work?

do i have to be in a fleet?

If I am solo in my PVP drake (dont laugh) and i activate the shield command burst will it work? and only boost my ship? or will it also boost my enemy who are in the range of effect of the command burst?

You need to be in a fleet and it does work if you are the only person in fleet.

Only ships in your fleet will receive boosts.

Actually that doesn’t matter. You don’t need to make a fleet with just yourself in it. Your burst will always apply to yourself. For it to apply to others, they do have to be in your fleet.
