Commander Wave on Escalation Didn't trigger

I got the escalation The Rewards of Devotion. I completed the first escalation and got the message

The janitor of this tiny pleasure dome is an old sickly man, who seems quite pleased to see his former employer’s real-estate been blown apart. Among the things he tells you is that he was a slave captured by the Blood Raiders years ago and what saved his life was that his blood was useless to them as he had contracted some nasty VD during his teenage years while he worked as a page at the interregional trade council in Jita. He can also inform you about the location to a small hideaway, similar to this one, where he once served as a janitor, until his old master lost him in a game of craps to the station manager, for whom he has worked ever since.

I went to location 2, blasted everything including the Blood Raider Resort without leaving the warp in point (cause drones can do that) and… well I didn’t get the commander wave.

What happened? According to EveUni, a Dark Blood Arch Templar/, but not only did that not spawn, I did not see a single cruiser.

I decided to content myself with salvage. I salvaged the escalation, 3 blood dens, 3 Drone Gatherings, and a Desolate Site all in the same system. Then I noticed the slavage was worth less than what a retriver with no mining upgrades could collect in Pyroxes (A HS ore) in the same time… and this was the best case scenario for salvage since there were 8 sites all in the same system with no slowboating on grid so that meant no time wasted slowboating and I only had to align to each site when I was done instead of spending time alining a bunch of gates and then to the bookmark.

Anyways, how did I mess up? Why didn’t the commander wave show up? Was I supposed to blow up the Blood Raider Resort before killing the NPCs on grid? Or does the commander show up based on a time and blowing up the Blood Raider Resort actually prevented the spawn?

Meaning the Commander spawn is random, sometimes it spawns and sometimes it doesn’t…

Shouldn’t the cruisers that escort the commander always appear even if the commander himself doesn’t? It wasn’t just the commander (and his loot) that didn’t show up. The whole wave didn’t come.

No, the Cruiser escort is part of the Commander spawn wave which probably would have escalated the expedition to another site… Since it didn’t spawn, the expedition ended…

In the past I’ve ran countless expeditions, some went all the way while most fizzled out after a couple of escalations… Basically each part of the expedition has a random chance of escalating, all you can do is continue doing them and hope that it goes all the way…

Thing to remember is if the expedition does go all the way, you could get a big payout… Course the loot drop is random… It’s like gambling, you take your chance and hope it pays off…
