how do we define “low level PvE”? 
I mean for L4S missions you may want some tank on a raven (or rather You would last time I have flown one in L4S) but on L3S bringing raven is a bit of overkill on firepower in the first place.
So I would start with pondering what PvE Anonymous is doing and check if he really has to do it in a battleship in the first place.

Cruise Raven “range tanks”, so it needs an MWD+MJD to get into range quickly. It is a slow a ■■■■ fit to mission with, so it’s only used by ultra passive semi-AFK missioners. Fortunately you don’t lose throughput to “wasted missile volleys” if you preemptively switch targets. It’s also the best fit to use for the HS epic arc missions if you have very low skills or want a dirt cheap fit. It just doesn’t need any armor/shield/hull modules because range and speed are all it needs to survive.
It’s the complete and total opposite of a blitz fit, but it gets the job done. If you use it, use it without tank mods, though. That’s what this intervention is all about, those damn tank mods.

Your shield booster is M-sized, meaning you’re not relying on active shield tanking to keep you alive, it is only supplementary in nature. Areas of concern, however:
- ECM on a low level PVE fit
- Warp stabs on a low level PVE fit
- Sharing its in (hand-typed?) non-EFT Format
- Salvage/Tractor module on a low-level PVE fit
- Forfeiting a weapon slot for a tractor/salvager
