Contact the gank victims personally and ask them to assign the kill rights to you specifically. Most gank victims aren’t even aware the feature exists, or if they do, could possibly be willing to give you the kill rights for free instead of putting a random public sum in there.
This wouldn’t even be difficult to do. You can easily pull down kill board gank statistics for victims’ names, and the EVE mailing systems supports multiple recipients so that you can send out a standard template like once a day.

High-sec is already way, way, WAY underutilized. Most of the players congregate in clusters around hubs, and the grand majority of systems don’t have anyone in them. And you want to make even more high-sec out of space in which a lack of population is actually necessary for content creation (i.e. people are more likely to go to dangerous space if they think they can ninja-farm in relative obscurity)?
NPCs are not (meaningful) risk because it’s virtually impossible to lose anything to them unless you’re lazy and/or stupid. If you want NPCs to be the only risk then your proposed space can not have any meaningful rewards. It can be a whole region of tutorial systems with basic newbie ships and 10 ISK bounties on NPCs.
(Not that ganking is much of a risk either, but that’s why we call it highsec.)
I don’t know anything about anything but if you keep being salty, wouldn’t it encourage them to come after you more often? I mean ganking miners is about tear-harvesting after all.
I din’t know gankers use characters with -5 standing. That makes things even more ridiculous. Just put local chat in it’s own window so that you can see who is in your system and when you see red skulls, just warp off.
Also your Procurer fits weren’t really tanky (actually they were almost naked). Here is what I would consider reasonable. Change lasers as needed.

Actually, you are if you think I explained everything there was to know about my idea in one off topic paragraph.
I was just illustrating the fact that things are not as I would do them, and I have other ideas, not trying to craft and explain a detailed idea that will just be ignored.
If this idea is a preview of your greater vision for the game, don’t bother.
Even taking the “sociopathy of ganking” out of equation, your idea is utter garbage. It’s fairly obvious that your idea of “gaming” is rooted in some kind of esoteric, morality-driven bubble-thinking, and has no considerations for what is actually fun and enjoyable. Go propose your ideas to the makers of fly-by-night mobile game developers that spam app stores with crap for the sole purpose of extracting loot crate money - it doesn’t belong here, in a hardcore, dedicated PC gaming title.
We don’t need to know more. What you explained was utter trash and I’m far more likely to win the lottery tomorrow than to see you explain the rest of your idea in a way that makes it anything other than utter trash.
You don’t have to, it’s garbage. Proposing to turn giant chunks of lawless space into more high-sec space that’s already underutilized by a large degree means you quite literally don’t understand how EVE Online works. At all. At least arguing for restricting ganking comes from some kind of logical (but misguided) place. But your ideas make it clear that you don’t understand how space in EVE functions. Educate yourself on that before talking about “ideas.”
