Creating a Safe PVP Battleground to encourage more players to venture out from High Sec and possibly increase player base

would it be possible to create a “Safe PVP Battle Zone” where we can go against other players and not lose our ships and all of our stuff?

You can learn mechanics in a cheap way, with frigates and other affordable ships.
If you do not learn to lose your ships, this safe battleground is not going to prepare you for the real experience at all. Instead, it will make you stick only to these safe battlegrounds because you get your “PvP” rush, while you risk nothing. This would draw in way too many people (similar to how Abyssal trash PVE and Arenas draw in way too many people from open space PVE and PVP), which is exactly the opposite of what EVE needs.
