See, for you ‘instawarp’ refers to ‘cannot be tackled’.
For others it refers to ‘sub 2s align time’, which corresponds to something that often cannot be tackled.
Different definitions. Doesn’t make the other wrong per se, just different.

It’s the definition in Eve uni that you provided yourself.
That’s what most people actually use “instawarp” for.
That’s what this term was coined for.
That’s the definition that you should use if you were honest instead of cherry picking the wrong information provided in a wiki.

I concede, that’s going to be deck-scrubbing Catalysts with a toothbrush for me. Can I at least use two toothbrushes at the same time to speed up the process? Multibox scrubbing?

Going back to your fit, remember that all you have to do is to reach 75% speed to enter warp, not 100%.
And try using the auxiliary frizzle nozzle joins rigs, they also give better inertia, but they cost you some cargo space.
You can also choose that nanocarbon-fiber rigs. They leave your cargo space as it is, but they increase your signature.
Since any t1 or t2 mwd will increase your signature by 450-500%, that would be the least of your concerns.
However, if you take an angel-cartel or ingame better known as gisti- module, they don’t increase your signature that much, but they cost a lot.
I really wish, we would have a test-server, so I could check and fiddle on the fitting simulator.
If you can, ask your corp or alliance mates you help you train that mwd-cloak trick a few times somewhere in highsec. You can do “limited engagements”, so CONCORD won’t be interested.

What does this matter when you are cloaked?
You want to align as fast as possible then drop cloak after the mwd cycle and insta warp. If you get decloaked early , you die.
