Its a restriction, not a quota.
Two different terms.
It restricts the amount of CSM seats a Corp/Alliance can have to one.
It adds no quota to the CSM panel itself, which is still made up of 10 members, whom are elected by majority.
1 seated CSM member per Corp/Alliance is fair, as it is applied to all Corps/Alliances in EVE.
Quota can be a maximum (a restriction or limit) as much as it can a minimum.
Blind ignorance doesnât change that.
Its a restriction placed on Corps/Alliances, and membership in them of more than 1 CSM.
Its not a quota, in any shape or form, in regards to the CSM panel itself.
CSM is not intended as a political meta battleground.
Its intended as a representational group of elected players whom are intermediaries/advisors between CCP and the wider playerbase.
CSM are also contractually held to a higher standard than other players.
Corp/Alliance action to try to dominate the CSM is counter-productive.
With a max 1 CSM per Corp/Alliance flag restriction, CSM representation can diversify without political complications.
If 2 candidates want to run under the same flag, only the one with most votes gains a seat on CSM, if they have enough vs all other candidates in EVE to get a CSM seat.
Aside from that, they are free to run on any toon they want, in any Corp/Alliance they want, and that character will become the official CSM rep, with which all CSM business is to be conducted.
