DCML and Prototype Cloak BPO Require Materials for ME/TE Research?

I was trying to start ME research on a Deep Core Mining Laser 1 BPO and couldn’t, then I noticed it required reports, something I have never seen required before on any T1 BPO for research purposes. I did a little more digging and found out that the Prototype Cloak BPO also requires various materials for research.

These are the only two T1 BPOs that I could find that require materials for ME/TE research. Is there any reason why they do, is it an oversight or just a left over from ye olden times?

some originals require items to research. data sheets, reports, sometimes PI, etc
