Hmm yea maybe your right, should stay as an arty platform as the vaga still exists as a auto platform then at least there is options for both. Actually looking at the changes it might be decent will have to try, it has higher alpha as well meaning it could break tanks easier and too much speed might make it over powered but yea definitely needs some testing.
The mass reduction does not affect sig bloom.
Mass has very little impact on use of MWD as the acceleration is so dramatic.
In otherwords, Muninn as a HAC, role bonused for sig bloom, still will have almost no use for that bonus except to wreck its own tracking if orbiting.
Furthermore, most cruiser weapons dont care about the HAC sig bloom reduction, EXCEPT arty. So its doubly stupid,
It would be better if they had an afterburner speed bonus, would fit their rolls better, but yea I agree with you the sig reduction on mwd is not something that cruisers can take advantage of as light fighters on carriers can even hit assault frigates, and RLML hits everything almost perfectly.

Iām certainly happy to see the DRAKE NAVY get a little love, but seriously, CCP needs to fix the standard DRAKEā¦ I remember the days when I loved my fleet of drakesā¦ and many others loved their Drakes, too. But these days, NO ONE really flies this brick anymore for PvP (or even in a fleet)ā¦ and there are reasons for that.

The primary problem with the CCPs change, is removing the utility high slot.
This renders Muninns incapable of combat exploration, as afaik the only HAC that cant do so.
Can just use the vaga as the exploration ship thou as its generally better for pve content, I think the muninn benefits more as it is now than if they had to take off a low or medium to put a high back, and as an arty platform a neut wont do anything for it as you will never hit anything in scram range with arty unless its afterburner fit but then you get 0 bonus from roll bonus

Testing now can get 3.5 opti 43km fall off on hac 4 probibly like 46km (50kmās with drugs) on hac 5 so max range is about 80kmās at 25% dps
Although to use a vaga in pve means loosing Roll bonus and loosing all bonus from Assault Damage control lol such a waste.
ACs on Vagas cant be pumped to better reach a target 40-50km away (which is typical range of stasis towers), without severe PvP consequences.
Minnie use arty or missiles for that. But Vaga nor Muninn are bonused, and there is currently no missile HAC in Minnie lineup with T2 resists.
Since Muninn loses its utility slot, they can no longer combat explore.
Tbh Minnie should have a projectile AND a missile HAC.
Might as well use a T3C thou much stronger tank much better dps same sig same price.

Sure but would you gimp it for pvp when other ships can be used for the same price less training time for pve? If it got an extra high slot without sacrificing another slot ( which CCP wonāt do ) then sure but not if it has to loose a slot.
Sure it will. All it needed was a web. Ive had a dual rep ac fit for years, but its limiting factor was its 3 mids (sacrificing a web) and low armor HP pool. Both of which have been fixed/buffed.
If you look at it like a stabber FI, it does the same job, just better. With speed/mass changes, it will be faster and more agile, making it good to tackle other cruisers. With the tracking bonus and drones, it should be able to mulch most frigates if they come in for tackle.
Then its tank is in the 800-1k dps range and even higher if you bring a laser ship as its got absurd em resists.
A 720 fit will also benefit from these changes as you can fly it like a nomen, but with web/cap booster plus the ADCU to get you some breathing room.
