Suggestion:
Include HiSec in the New Moon Mining Changes but only NPC Corps can post up Refineries with the help of players.
Make dynamic events for each NPC Corp for players to assist with building up refineries in systems with moons.
Once NPC Refineries are up, then allow players with high standing with that corp to mine in that area. Use LP Stores to sell mining time permits. Have NPC convoys that transport ore and escorts.
Use the New NPC AI to guard and monitor trespassers in the mining refinery areas.
