Yeah, literally, the structure cannot do it, because structures cannot have Crimewatch flags. Much like fleet members cannot force a flag on fleetmates, a corp member cannot force a flag on a corp structure.
Are we talking -10’s in general or an actual “Criminal Timer” 
I think those with low security status are classified as ‘Outlaws’.
