Given certain events in this game’s history… I find it hard to believe this has never been abused.

No.
They are Player accounts. Developer Accounts are separate, even for ISD. Never are Administrative or User accounts allowed to mix.
Frankly this whole thread is trollish by nature.

You think CCP falcon is trolling us? You think he actuallly has 5 accounts that he pays for, and that he cant afford to eat because of all the money he spends on EVE?
What if all five of Falcon’s alts are Jita scammers? 
Wait … are you trying to justify Jita scammers or give us more of a reason to ban them? I can’t tell and this upsets me enough to flip a table.
