i asked earlier who is considered an “invader”. can we get an answer to that question please? is it tied to SOV or to the corp/alliance ratters that contributed to the ESS> (insert more lag while processing that info).

ANY capsuleer can steal from it, taking 60% and destroying 40%. No more leaving a pod out for instant payouts of 100% percent. You wait the 3 hour auto payouts, or fight and defend it.

Of which 60% can be stolen and 40% can be destroyed. So 100% can be taken from a player who cant chose to take his money as it is but have to wait 3 hours for it to pay out or destroy 40% of it.
So you are telling me a father with 2 son gets to rat let say 2 hours to make some isk what he intends to use for PVP. But since he was on for 2 hours only he doesnt get his money. Now PVP ELITE BOB comes in and steal 60% destroys 40% and the father with 2 son just spent 2 hours ratting and got 0 isk for it.

Its no different from how the Alliance Tournament has to have all these different restriction’s on things like how many repping ships you can have.
EVE’s fundamental ship combat system is outdated and dysfunctional.
100% of your bounty does not go into the bank. On Sisi it’s 50% of your bounties into your wallet every 20 minutes and 50% of your bounties into the ESS.
Some of that 50% from the ESS goes into the main bank and some into the reserve bank. The isk that goes into the main bank will come to you after 3 hours UNLESS someone steals it.
The person stealing the main bank will get 60% of whatever is in there and the other 40% of whatever is in the main bank just disappears from the game.
IMO it sounds like an over-complicated mess that many people are going to decide isn’t worth it/too annoying. CCP’s designers have not learned the lesson if the ESS thus far (ie even if it gives you more money, if its annoying people won’t do it).
The entire point of Anomaly ratting is that it’s easy and convenient so it doesn’t matter that it’s a lot less isk/wealth per hour than a lot of other activities. The result of these changes will probably be people shifting to other activities to make isk, or quitting all together as it becomes too much to keep in game income coming in to actually enjoy the game.
It’s a mistake, a serious misunderstanding of how and why people play this game. You can’t force people to pvp (this is the reason why most people still play in high sec even though CCP has tried time and again to entice them to other areas). Null sec worked up till know a bit more so than low sec and wormhole space because you could replicate some of that safety in null.
It annoys me a bit because it means CCP hasn’t learned from blackout. I’m not quitting though, I learned a long time ago that the real game is figuring out how to keep playing EVE despite it’s developers every attempt to chase you away. THATS the real pvp.

Fundamental problem of that discussion is that we try to understand how this change is intended to improve gameplay, while in reality thats not the intention. Scope is to make ratting not only borning, but also frustrating, thus push more people towards plex purchase.
Right now you enter the system and by the time you loaded grid and spotted the one structure, you can skip right forward and 5° scan it to see 3 gilas and an ishtar landing. 10 seconds later, local is nigh empty with only the hostile scout and the locals’ cloaky in space.
Now there’s a coward tax. The locals raised or bought a flag and didn’t defend it. They never had to, they’ve got an endless stream of anoms to work.

lets be honest, taking 50% of the bounty away is absurd. at best, you just get your bounty back. the old ESS at least gave a bonus in isk and LP for surviving until payout. If you dont want people to rat, then just take away bounty percents, not some convoluted system that is only supposed to benefit a pvp player that can get to your ESS. Drone lands in particular takes a hit here, no loot drops, so all there is for ratters is the bounty. try sweetening the pot by putting loot or alloys back in the rats. might make this change more palatable

CCP could change anoms in null to be like sleeper anoms: dropping loot that could be sold for a fixed price and keep tha isk per anom ratio the same. CCP could cut npc bounty by 30% and make last npc in anom to drop OPE that would represent those 30%: imagine how many people would not loot it because it´s max value would be like 12 mil. CCP could just cut bounty by 30%. And what did they do?
3 hours timer? srsly?
If only attackers would pay such tax. You know, because they always go for krabs and run faster than Forest Gump when any kind of threat for them shows up.

So unlike the current ESS which supplements bounties what you’re actually doing is taxing everyone who Rats in Null Sec 20%. And putting that TAX into a can that anyone can retrieve.
So guess what your not going to get good fights.
People will stick an alt on grid with the ESS in a cheap rookie ship.
The moment a neut or red appears they’ll transfer the money out.
The Alt will die and the money will be gone.
No fights just making it more of a chore to rat in Null and you’ll probably lose a bunch more players because you wrecked the way they played the game.
Want to make this worth it don’t TAX the ratters make it a bonus not a TAX.
So, let’s say someone who lives in Delve decides ‘I don’t want to wait the three hours, I’m gonna go get paid early’.
Soon as we find out about it, they’re gonna get blacklisted from the coalition and kicked from their corp. I’m pretty sure any of the other blocs who catch someone screwing over their alliance-mates will react similarly.
So nullsec systems will have a baseline payout of 57.5% of current, and that will go down if the system is consistently active? How far will it go down? How much time will it take to recover? Does someone robbing the ESS count as ‘pvp activity’ to start bringing the multiplier back up?

It’s just like Black out. When hunters heard of it, they were all happy. FINALLY, those “cowards” won’t be able to see them coming in local and there will by much merriment and many killmails!
Nope. People just stopped ratting anywhere except a few heavily defended systems. The change meant to make for MORE PVP result in LESS PVP.
This is about to happen again. Those “cowards” aren’t just gonna grow some balls and fight you, they are gonna grow some alts and coward away in high sec incursions and burner missions. Or just stop playing.
Just like last time. Hell, last few times (blackout wasn’t the 1st, it happened before back in 2011, google “Those Anomaly Changes in Full” to understand why).
