the only difference, is that there is memory to increase your chance if you have too bad luck. In eve, it’s the opposite.

Again, RNG is only about the generation of the numbers, not their usage.
What you are talking about, is independence of the chances, that is : if I do more of them, will my chances change ?

It’s correct in many games that the pseudo random generation includes a “enhancement” pass to reduce the chances of having bad luck strike (that is, your chance increases as you have “miss”).
In Eve… there is no such a thing. at least not on a specific item level.
